The town is at the confluence of two rivers - A and B. Commercial buildings lie to the south of river B. An industrial park lies to the north of river B and to the west of river A, whilst a residential area is located to the north of river B and to the east of river A. The flood plain potentially covers each of these three areas.
The first proposed solution is to move the buildings in the three areas to the north and to the south so that they are beyond the flood plain. The main advantage of this solution is that the environment remains unaffected. The main disadvantage is the high cost involved.
